Scruggs/Happney Restoration Project

This shoreline restoration was a cooperative demonstration project involving the following partners: the Clinch River Chapter of Trout Unlimited, Anderson County Soil Conservation District,  Natural Resource Conservation Service, Tennessee Valley Authority, Tennessee Wildlife Resources Agency, University of Tennessee Water Resources Research Center and the landowners, Donnie Scruggs and Ross Happney. The project area included three-fourths
of a mile of shoreline.


The shoreline at left is representative of the problems of some of the riparian zone found along the 13 mile tailwater.

From right to left in the foreground is Brian Bostic raking the soil to ensure the grass seed is covered. Buzz Buffington and Sam Hodnett are dragging one of the erosion control mats into place. Julia Tindell, Jesse Webster and Tere McDonough are in the background planting grass seed. Further back is the track hoe that was used to
re-slope the bank and to place the root wads as deflector devices.

Before the fencing could be put up, secure corner poles had to be placed.  This involved augering holes and then pouring cement around the support poles.  Assisting in this from left to right:  Barry Thacker, Donnie Scruggs, Julie Tindell, Alan Neal, Brian Bostic, Steve Williams, Ralph Jordan, and Ross Happney.

Placement of the fence posts was speeded up by using an assembly line process.  People measured the proper distance for the placement of the posts and they were followed by people driving them into the ground.   Pictured from left to right:  Bill Shipman, Carol Moore, Alan Neal.  Barry Thacker is behind Carol Moore and is followed by Steve Williams, Ralph Jordan, Donnie Scruggs, Brian Bostic, and Julie Tindell.


The picture at left was taken one month later and is the same location as the first two photos. Grass can be seen coming up through the matting.
